Noise Insulation Program (NIP)

The City of Atlanta will be seeking Qualifications Statements from interested subcontractors for its Noise Insulation Program (NIP) to procure and install acoustical modification components on qualified structures within the noise sensitive areas surrounding Hartsfield-Jackson Atlanta International Airport (H-JAIA). These firms will perform as subcontractors to general contractors currently under contract to the City of Atlanta.

Noise insulation was developed by the Federal Aviation Administration (FAA) in the early 1980’s as an option for U.S. airports to mitigate noise in properties closely surrounding airport boundaries. Since that time many airports, cities, counties and airport commissions have elected to implement noise insulation programs.

In order to ensure the City gets the best service possible, it has elected to pre-qualify subcontractors to perform installation of acoustical modification systems within the following trades:

a. Concrete
b. Masonry
c. Carpentry
d. Thermal Insulation
e. Roofing
f. Building Perimeter Sealing
g. Door Installation
h. Window Installation
i. Lath and Stucco
j. Drywall
k. Acoustical Ceilings
l. Painting
m. Asbestos Abatement
n. Lead Paint Abatement
o. Mechanical (HVAC)
p. Sheet Metal Work
q. Plumbing Systems
r. Electrical Systems
s. Alarm Systems

The City of Atlanta will establish a list of pre-qualified subcontractors for the above trades to be provided to the general contractors already under contract with the City of Atlanta. The general contractors will select subcontractors from the list of pre-qualified subcontractors for soliciting competitive bids for procurement and installation for acoustical modification component for the referenced project.

The types of structures included in the NIP will be:

a. Single Family Homes
b. Schools
c. Healthcare Buildings
d. Institutional Buildings
e. Multi-Family Buildings
f. Churches
g. Daycare Facilities
h. Fire Stations

Detailed criteria concerning these trades will be contained in the request for request for qualification package which will be available soon.

MHJIT Construction Audit Services

The scope of work is to assess the Department of Aviation’s and the Hartsfield-Jackson Development Program’s efficiency and effectiveness in managing the MHJIT project and construction contracts. Specifically, the objectives are to review the MHJIT Element Summary, which identifies the 33 projects. This program assessment audit will review areas such as, but not limited to:

a. Program Management (invoice and contract compliance)
b. Construction Management (safety, project schedule adherence, contract compliance and cost management/change orders)
c. Project Controls (scheduling, cost tracking and document control)

Focus on the primary element costs which are:

a. General Conditions, Pre- Construction Services and Construction Manager at Risk (CMR) Fees
b. Embankment and Utilities Relocation
c. Terminal Building
d. Terminal Roadways
e. Terminal Parking Structure f. Automated People Mover (APM) Extension

Also, identify factors that pose risks of future cost increases.
